The fourth suit covers "all those persons who were arrested and detained for incidents related to the Summit of the Americas and who suffered physical, material, or moral damages caused by the inhumane and degrading conditions of detention."
Victorien Pilote is a resident of Montréal. He was present in the streets of Québec during the Summit and was arrested while police were performing a mass arrest. He was held for five hours in a van before being expelled into the Orsainville Detention Centre, where he was made to undress and showered with icy water. He was deprivedof drinking water and the very little food he was given was of doubtful quality. He suffered numerous other humiliating acts, which constitute an abuse of rights and caused him severe moral prejudice.
